To begin, I wish to acknowledge that we are gathered on the unceded territory of the Algonquin Anishinaabe peoples. This acknowledgement is part of the full history of Canada, which includes Indigenous stories and voices from coast to coast to coast.
As Commander-in-Chief, it’s an honour for me to preside over this ceremony.
As Commander-in-chief, I have the distinct pleasure of meeting with members and veterans of the Canadian Armed Forces on a regular basis.

… I celebrate your accomplishments through honours ceremonies and milestone anniversaries.
I also have the privilege of meeting with members of all ranks and occupations across the country, and learning more about what they do. I most recently visited troops at 9 Wing Gander, where I learned about the essential search and rescue services they offer across the region.
Every member of the Forces plays an invaluable role in keeping Canadians safe.
Today, we have a unique opportunity to thank General Eyre for his service, while welcoming General Carignan as the next chief of the Defence Staff.
General Eyre has always been driven by the spirit of service.
General Eyre, as you prepare for your retirement, I want to acknowledge your exceptional contributions as chief of the Defence Staff. Throughout your tenure, you have shown steady leadership in the face of domestic and international challenges.
… The pandemic.
… Natural disasters.
… Geopolitical conflicts, including the war in Ukraine.
In short, a time of global polycrisis.
You have advocated for modernization and readiness of the Canadian Armed Forces. You have worked towards increasing the Forces’ capabilities from within to ensure it can continue to effectively defend Canadian interests at home and abroad.
You have also diligently promoted the high standards of the Canadian Armed Forces, steering the institution and its members on a more inclusive and sustainable path.
The profession of arms is unique and challenging. The service and sacrifices of Canadian Armed Forces members are also shouldered by their families and loved ones.
Jennifer, I wish to take this opportunity to share my profound gratitude with you for the support you showed your husband and the wider Forces’ community throughout his career and most recently during his role as chief of the Defence Staff.
And to General Carignan’s husband Eric, whom I understand is watching online: thank you for your continued support and that of your family.
The commitment of military families and friends across Canada does not go unnoticed.
I am inspired by the dedication and professionalism of members of the Canadian Armed Forces.
General Carignan, you embody the best of what we admire in our Canadian Armed Forces: devotion to service, leadership, innovation, and professionalism.
As you assume command of the Canadian Armed Forces, I wish to recognize your long-standing and exemplary service to Canada.
Throughout your career, you have exemplified good leadership. At home, during flood relief efforts in Quebec and in the face of recent fundamental changes within the Forces. Abroad, at the helm of the Task Force Kandahar Engineer Regiment and of the NATO Mission Iraq. These are but a few examples.
Great challenges lie ahead as you assume the role of chief of the Defence Staff. I have full confidence in your proven ability to inspire and lead under dynamic circumstances.
