A former athlete and retired politician, he was Halifax's longest-serving Mayor. He guided his city through one of its greatest periods of growth and development with innovative programs, including the Pay-As-You-Go policy for capital project funding and the Halifax Foundation. He continues to share his vision and expertise with his fellow citizens through his community service, in particular, as Chairman of the fundraising campaigns to establish the Villa Maria Complex for Orphans and the St. Vincent's Guest House.
