He has made enormous contributions to Canadian government. A public servant for more than thirty years, he headed three major public sector institutions in the latter part of his career, where he effected major reforms. Over the course of his career, he has played a major role as executive, administrator and policy advisor in the areas of foreign relations, security and intelligence, and nuclear energy matters.
