During his thirty-four years with the Department of External Affairs, he served with distinction in areas of considerable responsibility as Canada's first representative to the OECD and deputy director general of the forerunner to CIDA, and later as Ambassador to the United States. A skilful and articulate diplomat and former executive with the Petro-Canada International Assistance Corporation, he is widely respected for his knowledge and love of country.
