A veteran administrator, he has been the President of the Canadian Broadcasting Corporation and Secretary to the Cabinet for Federal-Provincial Relations. He particularly distinguished himself during the 1980 constitutional reform negotiations that led to the amendment in favour of Canada's Aboriginal peoples. This visionary is also credited with establishing the Canadian Centre for Management Development, which is charged with preparing the Public Service to meet the challenges of the third millennium.
