Currently a professor at Dalhousie University, he is a pioneer in the study and teaching of Canadian military-political history. The author of the series In Defence of Canada, considered the most authoritative published works on post-1914 Canadian foreign policy, he is best known as the former long-time co-editor of the International Journal of the Canadian Institute of International Affairs.
