He is a lawyer who has enjoyed a distinguished career in the public sector. After four years with the World Bank, he assumed important duties in the provincial and federal governments. He has served as Chairman of the Secretariat of the Council of Ministers of New Brunswick, Secretary to the federal Cabinet, Clerk of the Privy Council, President of CIDA and Under-Secretary of State for External Affairs. At present he represents Canada as an executive director of the International Monetary Fund.
