After serving in the Royal Canadian Navy, he joined the Department of External Affairs in 1945 and has held senior posts in the diplomatic and public services. He also served with distinction as High Commissioner to the United Kingdom and as Canadian Ambassador to the United States. He was a vice chairman of the Bank of Montreal.
