From April to October 1991, Major Isabelle was the commanding officer of 1 Combat Engineer Regiment with the United Nations Iraq-Kuwait Observation Mission. Through adverse working and living conditions and extreme hazards, he commanded his unit with outstanding skill. His personnel removed more than 6,000 unexploded pieces of ordnance without incident. This exceptional accomplishment was the result of remarkable foresight, planning, supervision and leadership.
