From January 1995 to February 1996, Lieutenant-General Kinzer, then Major-General, of the United States Army, distinguished himself while serving as the Force Commander, United Nations Mission in Haiti. Through his accomplishments, the Mission has been the most successful in recent history. His unparalleled efforts, not only in the field of security but also in rebuilding a nation, helped generate world-wide interest in the plight of Haiti and had a direct impact on the provision of desperately needed foreign aid. His personal influence greatly assisted the Government of Haiti's movement toward greater responsibility and improved management of traditional services. His superb leadership and stellar performance reflect great credit upon him, the United Nations and all countries that served as part of the military force of this mission, including Canada.
