Medal of Bravery
Without the slightest regard for their lives and in sub-zero temperatures, Lee Brogan, Fraser MacLeod and Richard Winchester saved a young woman from drowning at Pugwash on 15 February 1980. The woman had broken through the ice in a rip-tide area fifteen feet deep and was struggling in the strong current to raise herself out of the water. Mr. MacLeod noticed her, raced to his nearby place of employment and summoned help. Lee Brogan and Richard Winchester rushed to the rescue with a rope. The latter crawled on the ice followed by his two companions. While they held on to his ankles, he threw the rope to the victim but the young woman could not hold it securely. The rope was then tied around Mr. Winchester's right leg and he proceeded further on the thin frozen surface which was sinking and breaking away under his weight. He entered the icy water and was soon able to grab the victim's hands. His two friends then rapidly pulled them to safety.
