Message from the Governor General and Commander-in-Chief of Canada on the CAF Apology for Systemic Racism, Racial Discrimination and Racial Harassment

October 30, 2025

Today, as commander-in-chief of Canada, I witnessed General Jennie Carignan, Chief of the Defence Staff, and Chief Warrant Officer Bob McCann deliver an apology on behalf of the Canadian Armed Forces (CAF) to current and former members for the harm caused by systemic racism, racial discrimination and racial harassment in connection with their military service. This comes as part of the CAF’s ongoing efforts to foster an inclusive work environment where each member of the Forces is respected. It aligns with the values of diversity, equality and inclusion that define us as Canadians.

As a nation, we are learning that our past is not without its shadows. But we are having the hard conversations about the wrongs done to Indigenous people who served Canada. And we are acknowledging the injustices faced by Black and other racialized people who have defended the freedoms and values we cherish.

I commend the CAF’s leadership for the collaborative and thoughtful process that led to today. I stand alongside all our former and current military personnel and recognize their dedicated service, and I encourage everyone to continue on this path towards healing and hope.
