Warrant Officer Fernando Bianco, S.C., C.D.

Sergeant Bradley Nisbet, S.C., C.D.

On March 2, 2021, off the coast of Nova Scotia, search and rescue technicians Warrant Officer, then Master Corporal Fernando Bianco and Sergeant Bradley Nisbet rescued 31 crew members on board the fishing vessel Atlantic Destiny. Plagued by equipment failures, freezing temperatures and 10‑metre seas, Bianco and Nisbet demonstrated selfless courage in retrieving the crew from the Destiny before it sank. Thanks to their efforts, all souls on board survived.

Brigadier-General Timothy Maurice Arsenault, O.M.M., M.S.C.*, M.S.M., C.D.

From May 2021 to May 2022, Brigadier-General Arsenault was deployed to Kuwait as commander of Joint Task Force IMPACT / Task Force Central. Responsible for the mission to fight Daesh in Iraq and Syria, he led 360 members with a degree of experience and aplomb that earned him praise from our coalition partners. He demonstrated extraordinary leadership during Operation AEGIS, the mission to evacuate Afghans with significant ties to Canada. Furthermore, he supported a change in culture and advanced Canada’s Women, Peace and Security initiative with our regional partners.

Captain(N) Ivan Allain, M.S.C., C.D.

As Canadian defence attaché to Poland from December 2021 to October 2022, Captain(N) Allain demonstrated exemplary professionalism. His knowledge contributed enormously to the achievement of the Canadian government’s strategic objective of using military and political means to support Ukraine in the face of the Russian invasion. His insight and leadership provided the Canadian Armed Forces with opportunities to assist refugees and the Ukrainian Armed Forces. Through his actions and vision for the strategic plan, Captain(N) Allain brought great honour to Canada.

Captain Jeremy David Appolloni, M.S.C, C.D.

On March 2, 2021, Captain Appolloni, a CH-149 Cormorant aircraft commander, displayed outstanding professionalism during the search and rescue mission of fishing vessel Atlantic Destiny, 240 kilometres off the coast of Nova Scotia. His perseverance and exceptional piloting skills in extreme weather conditions, coupled with his response to a critical in-flight emergency, ensured mission success. Captain Appolloni’s extraordinary leadership and actions contributed to the rescue of all 31 sailors from the sinking vessel.

Lieutenant General (Retired) Scott David Berrier
United States Army

As director of the Defense Intelligence Agency from 2020 to 2023, Lieutenant General (Retired) Berrier demonstrated unwavering vision and personal commitment to realizing a common, effective and operationally relevant Five Eyes defence intelligence partnership, positively benefitting Canada. He directly strengthened Canada-U.S. defence ties by fostering enhanced intelligence sharing and collaboration related to the Ukraine conflict and strategic competition. Lieutenant General (Retired) Berrier’s tenacious determination and commitment to overcoming policy and cultural barriers has enabled unprecedented Canadian participation in critical U.S. forums, programs and capabilities.

Sergeant Daniel Janos Domonkos, M.S.C., C.D.

On March 2, 2021, Sergeant, then Corporal Domonkos, a CH‑149 Cormorant flight engineer, performed brilliantly while participating in a search and rescue mission of the fishing vessel Atlantic Destiny, 240 kilometres off the coast of Nova Scotia. He demonstrated extraordinary commitment and professionalism during the precision lowering of two search and rescue technicians onto the Destiny, the subsequent successful hoisting of six sailors, and a critical emergency on his helicopter. Sergeant Domonkos’ remarkable actions contributed to the rescue of all 31 sailors from the sinking vessel.

Master Corporal Michaël Joseph Robert Ferland, M.S.C.

While transferred to Lincolnshire, United Kingdom, from May 2020 to December 2021, Master Corporal, then Corporal Ferland was deployed twice with the Royal Navy. Demonstrating outstanding initiative and exceptional expertise, he reconfigured and restructured files and network connections for signals intelligence systems, increasing the efficiency and accuracy of signal analysis processing. Master Corporal Ferland’s valiant contribution resulted in near real time continuous improvement of Task Force Protection, and these changes have been instituted throughout the Royal Navy fleet.

Captain Sean William Andrew Finn, M.S.C., C.D.

On March 2, 2021, Captain Finn, a CH-149 Cormorant pilot, participated in the search and rescue mission of the fishing vessel Atlantic Destiny, 240 kilometres off the coast of Nova Scotia. Flying at night and in extreme weather conditions, he demonstrated extraordinary skill throughout the mission and during a subsequent in-flight emergency on board his own helicopter. As a result of his actions, all 31 sailors on board the sinking vessel were rescued. Captain Finn’s steadfastness and professionalism contributed to the rescue of all 31 sailors from the sinking vessel.

Colonel Robert Michael Foster, M.S.C., M.S.M., C.D

Since arriving in Ukraine in August 2019, Colonel Foster rose to every challenge and earned a reputation as an extraordinarily effective, influential and trusted defence attaché. With an international impact spanning from the tactical to the strategic, he demonstrated absolute calm, clarity of mission and purpose, personal leadership and consummate teamwork in the thick of several crises, including the outbreak of war in 2022. Colonel Foster has made a vital contribution to the success of Canada’s mission and objectives in Ukraine.

Corporal Thomas Joseph Garvin, M.S.C.

Corporal, then Signaller Garvin’s outstanding work ethic, remarkable tradecraft and exemplary dedication directly contributed to identifying, analyzing and disseminating a groundbreaking Signals Intelligence (SIGINT) discovery in Ottawa, Ontario, in May 2022. His tremendous efforts provided indications and warnings to allies and international partners on high-priority targets of interest. Corporal Garvin represents the highest standard of leadership, and technical SIGINT acumen and innovation, which has brought great credit to the Canadian Armed Forces, Canada and the broader SIGINT community.

Colonel Sandris Gaugers
Latvian Land Forces

From 2018 to 2023, Colonel Gaugers distinguished himself as commander of the Latvian Mechanized Infantry Brigade. He skillfully mentored leaders from Canada as the framework nation, as well as 10 other nations, through 11 Canadian rotations. In particular, he actively promoted and enhanced Canada’s reputation within NATO during these critical years of the alliance’s re-emergence as the pre-eminent global security provider. Colonel Gaugers’ extraordinary professionalism and impressive leadership has been pivotal to the success of Canada’s military efforts in the region.

Commander (Retired) Corey Lloyd Ellis Gleason, M.M.M., M.S.C., C.D.

As commanding officer of His Majesty’s Canadian Ship Harry DeWolf, Canada’s first Arctic offshore patrol vessel, Commander (Retired) Gleason displayed extraordinary leadership, devotion and expertise towards the re-introduction and operationalization of naval competencies in Canada’s North, from January 2017 to January 2022. With polished professionalism, he turned a national strategic vision into Royal Canadian Navy preparedness for Arctic operations. His success directly underpinned Canada’s resolve in safeguarding the North and ensuring its northern and Arctic residents are safe, secure and well-defended..

Master Warrant Officer Marty Charles Gratrix, M.M.M., M.S.C., C.D.

From October 2022 to April 2023, Master Warrant Officer, then Warrant Officer Gratrix was deployed to Lask, Poland, as the task force sergeant-major and liaison to the Military Engineering Training Coordination Centre. With exemplary leadership and professionalism, he designed and implemented a highly effective training program for Ukrainian sappers, while providing critical mentorship to a team of instructors facing their first operational deployment. Master Warrant Officer Gratrix’s extraordinary efforts directly contributed to battlefield survivability for members of the Armed Forces of Ukraine, which brought great credit to Canada.

Captain(N) (Retired) Jean Stéphane Ouellet, M.S.C., C.D.

Captain(N) (Retired) then Commander Ouellet was deployed to the Asia-Pacific region from September 2017 to March 2018 as Commanding Officer of HMCS Chicoutimi. Working effectively with Canada’s allies, he demonstrated unparalleled excellence at sea, earning him countless accolades and enhancing maritime security in an unstable but strategically vital area of operations. Captain(N) (Retired) Ouellet’s strong leadership and fervent spirit motivated his crew to achieve new levels of operational success in the Asia-Pacific region, which has had a positive impact on Canada.

Commodore (Retired) Bradley Alan Peats, M.S.C., M.S.M., C.D.

As the commander of Standing NATO Maritime Group One (SNMG1) from January to December 2021, Commodore (Retired) Peats demonstrated extraordinary leadership and professionalism. Throughout his tenure, he ensured that the multinational teams he led remained operationally focused, clearly demonstrating their readiness in the Atlantic, the North and the Baltic Region. Commodore (Retired) Peats’ remarkable abilities were evident in the operational success of SNMG1 during the COVID-19 pandemic and his efforts contributed to bolstering Canada’s standing among its allies.

Major-General (Retired) Derek William Joyce, O.M.M., M.S.M.*, C.D.

As deputy commander of the Continental United States NORAD Region between June 2019 and April 2022, Major-General (Retired) Joyce was instrumental in the successful delivery of its mission objectives. Throughout the pandemic, he was integral in establishing and sustaining assurance measures across the homeland defence enterprise, taking a personal leadership role in guaranteeing continuity of the Joint Air Defense Operations Center’s mission. Major-General (Retired) Joyce’s performance has strengthened Canada’s relationship with the United States and has contributed to North American security goals.

Brigadier-General Liam Wade Rutland, O.M.M., M.S.C., M.S.M.*, C.D.

Brigadier-General Rutland led with mission focus while deployed as commander of Joint Task Force IMPACT / Task Force CENTRAL in Kuwait, from May 2022 to May 2023. In a demanding multinational environment, he fostered harmonious relationships with coalition, allied and host-nation partners. Brigadier-General Rutland’s exceptional efforts in restructuring the task force, executing a robust communications plan and reinvigorating capacity building activities ensured Canada’s reputation in the Middle East.

Lieutenant-Colonel Wayne Terence Wong, M.S.M.*, C.D.

From May to November 2022, Lieutenant-Colonel Wong was deployed as deputy chief of operations, Combined Air Operations Centre in Qatar, where he expertly coordinated and conducted air operations throughout the Central Command area of responsibility. Nominated as the lead senior national representative, he implemented a secure communications system, built and strengthened partnerships and resolved legacy issues through innovation. Lieutenant-Colonel Wong’s notable contribution and efforts were vital to the success of the Centre’s operational mission.

Captain Ye Hee Ahn, M.S.M., C.D.

Deployed to Adazi, Latvia, from June to December 2022, Captain, then Major Ahn brilliantly led the National Support Element and acted as framework nation senior national representative. Tasked with managing competing multinational demands with scarce resources in an environment of high international tension, Captain Ahn contributed to mission success through her transformational leadership and uncanny ability to positively influence individuals, despite language and cultural barriers. Captain Ahn’s exceptional efforts and initiatives demonstrated Canada’s best on the international stage.

Chief Warrant Officer (Retired) Jeffrey Charles Lorne Aman, M.M.M., M.S.M., C.D.

Chief Warrant Officer (Retired) Aman was deployed to Kuwait from April 2019 to June 2020 as sergeant major of Joint Task Force IMPACT. He immediately launched the systematic adjustment of the operational culture, reinforced the senior non-commissioned officer cadre, and adjusted the mission mindset to one that was operationally focused. Moreover, he was instrumental in linking multiple command teams across seven countries. Chief Warrant Officer (Retired) Aman’s exceptional leadership under extremely challenging and dangerous conditions contributed to Canada’s success in the Middle East.

Colonel Robert Raymond Arnold, Jr.
United States Army

From July 2021 to July 2023, as deputy commander of the Canadian Army Training Authority in Kingston, Ontario, Colonel Arnold had significant influence on training and capability development activity throughout the Canadian Army. His insight and unrelenting pursuit to advance effectiveness substantially enhanced Canadian Army readiness, and his contributions to continental defence and integration of Arctic posture had a strategic impact. Colonel Arnold is an exceptional ambassador for his country, and his efforts and unwavering commitment have brought great credit to the Canadian Armed Forces.

Major Jon Michael Barnett, M.S.M., C.D.

Major Barnett demonstrated exceptional leadership while serving within the Joint Targeting Intelligence Centre, Canadian Joint Operations Command, in Ottawa, Ontario, from July 2019 to July 2022. He expertly identified shortcomings, and subsequently conceived and implemented multiple interconnected proposals to meet operational requirements. On his own initiative, he planned and executed numerous future capability procurement projects, leveraging a collaborative approach between stakeholders and allied partners with outstanding results. Major Barnett’s remarkable accomplishments brought great credit to Canada.

Warrant Officer Michael Steven Baronaitis, M.S.M., C.D.

As the Task Force–Latvia senior intelligence analyst from July 2019 to July 2023, Warrant Officer, then Sergeant Baronaitis expertly led the analytical cell during a period of extreme geopolitical and military change in the region. Under his guidance, the cell provided timely and actionable intelligence support to allies and all Canadian Armed Forces deployed operations in Europe. Warrant Officer Baronaitis became recognized within the intelligence community as a trusted reference on Russia and Belarus military activity, bringing great credit to Canada.

Commander Vincent Paul Beswick-Escanlar, M.S.M., C.D.

As section head of the Communicable Disease Control Program from July 2020 to April 2022, Commander Beswick-Escanlar tirelessly provided timely medical recommendations. Collaborating with international partners and civilian public health authorities at all levels, he collated and analyzed rapidly evolving information that decisively protected Canadian Armed Forces (CAF) members during the COVID-19 pandemic. Commander Beswick-Escanlar’s noteworthy contributions influenced public health policy for Canadians, and enabled the capability of CAF operations both domestically and abroad.

Master Corporal (Retired) Mélanie Marie Rosane Blackburn, M.S.M., C.D.

As the cargo operations assistant with 2 Air Movements Squadron from July 2020 to August 2021, Master Corporal (Retired) Blackburn demonstrated outstanding leadership that ensured the movement of critical material in support of Canadian Armed Forces (CAF) operations. Throughout the COVID-19 pandemic, her dedication and resourcefulness ensured the deployment of nearly 10 million pounds of equipment and supplies for domestic and foreign operations. Master Corporal (Retired) Blackburn’s remarkable drive was essential to mission success and brought honour to the CAF.

Lieutenant-Colonel Sébastien Bouchard, M.S.M., C.D.

In his role as J Engr of Joint Task Force – Latvia from June 2020 to June 2022, Lieutenant-Colonel, then Major Bouchard served as the project lead for the Camp Adazi Program of Projects. His leadership and initiative ensured that the simultaneous construction of six major projects got off to a rapid start, strengthening Canada’s credibility as a framework nation in the eyes of the host nation and international partners. By working with strategic-level leaders, Lieutenant-Colonel Bouchard played a key role in the successful completion of permanent infrastructure projects in Latvia.

Colonel Kevin John Brown, M.S.M., C.D.

From August 2020 to April 2023, Colonel Brown was the project director of the Performance and Competency Evaluation (PaCE) system. Colonel Brown was instrumental in the research and development of policy and programs for PaCE by spreading awareness of the new tool. Colonel Brown extensively contributed to the PaCE Knowledge Centre, a virtual sounding board for test trials and adjustments, which set the conditions for the Canadian Armed Forces to attain culturally sensitive and evidence-based appraisals.

Commander Martin James Connor Byrne, M.S.M., C.D.

As the section head for Submarine Requirements for the Royal Canadian Navy from 2019 to 2022, Commander Byrne demonstrated steadfast resolve throughout the successful identification and options analysis phases, bringing clarity and direction to the largest submarine procurement project ever undertaken by Canada. His extensive operational experience, coupled with his in-depth knowledge of submarines, established the foundation for the current and future naval submarine program. His exceptional leadership, interpersonal skills and mentorship ensured the preservation of Canada’s strategic submarine capability.

Chief Petty Officer 2nd Class (Retired) Randolph Shawn Byrnes, M.S.M., C.D.

On February 15, 2016, Chief Petty Officer 2nd Class (Retired) Byrnes, of HMC Submarine Windsor, was instrumental in repairing a complete electrical system failure, resulting in a significant malfunction in the ship’s aft battery. As the chief engineer, he demonstrated a high degree of professionalism, remarkable leadership and untiring composure while under enormous pressure. His swift thinking and selfless actions ensured the crew’s safety and enabled the submarine to restore propulsion and to safely make its way to port in order to conduct urgent repairs.

Master Warrant Officer Joseph Robert Maxime Caron, M.S.M., C.D.

Master Warrant Officer, then Warrant Officer Caron displayed remarkable acumen and resourcefulness as a line crew warrant officer with 2 Air Movements Squadron, Trenton, Ontario, from March to April 2022. Rigorously training a new and diverse team, he ensured efficiency and the timely airlift of over one million pounds of lethal and non-lethal freight to the logistics hub in Poland, to support Ukraine’s efforts to achieve mission success. Master Warrant Officer Caron’s innovative actions and leadership brought great credit to the Canadian Armed Forces.

Lieutenant-Colonel Roch Ronald Leo Joseph Carrier, M.S.M., C.D.

Lieutenant-Colonel, then Major Carrier displayed exceptional professionalism while deployed to Djibouti during the Canadian Armed Forces non-combatant evacuation operation in Sudan, from April 19 to May 4, 2023. As the Canadian Joint Operations Command liaison officer, he brilliantly coordinated the safe evacuation of more than 800 Canadians and partner nation citizens from the conflict zone and ensured critical medical care. Lieutenant-Colonel Carrier’s leadership in a challenging environment brought great credit to Canada.

Major Douglas Brian John Clark, M.S.M., C.D.

While deployed on Operation ENDURING FREEDOM from July 2012 to September 2013, Major Clark served as deputy operations officer, Regional Command South, with the United States 3rd Infantry Division in Kandahar, Afghanistan. He was frequently sought as subject matter expert on coalition history in Afghanistan and his expertise helped the command team shape the campaign plans. Major Clark acted as a conduit between U.S. and coalition forces, and his articulate leadership and professionalism brought credit to the Canadian Armed Forces.

Lieutenant-Colonel Shawn Courty, M.S.M., C.D.

From June 2019 to October 2020, Lieutenant-Colonel Courty was deployed to Juba as Operation SOPRANO Task Force commander and as deputy chief of the Mission Support Centre of the United Nations Mission in South Sudan. Through his remarkable leadership, diplomacy and work ethics under extremely trying circumstances, the Mission was the first authorized to resume rotations under the complex COVID-19 restrictions. Lieutenant-Colonel Courty’s outstanding performance during his deployment brought great honour to the Canadian Armed Forces and strengthened Canada’s reputation within the United Nations.

Chief Warrant Officer Donovan James Crawford, M.M.M., M.S.M., C.D.

From March to October 2021, Chief Warrant Officer Crawford was deployed to Yavoriv as the task force sergeant major for the Canadian Armed Forces’ capacity building mission in Ukraine. His steadfast leadership and professionalism allowed the task force to successfully navigate simultaneous crises including a significant COVID-19 outbreak and the build-up of Russian forces on the Ukrainian border. His exceptional work empowered the non-commissioned officer corps of the Armed Forces of Ukraine and brought great credit to Canada.

Lieutenant(N) Carl Arden Dixon, M.S.M., C.D.

As coxswain of HMCS Regina from March 2020 to July 2021, Lieutenant(N), then Chief Petty Officer 1st Class Dixon provided exceptional leadership while operating in a challenging environment during the COVID-19 pandemic. Stepping beyond his role, he fostered cultural understanding by connecting with sailors in meaningful, innovative ways. His sustained, selfless efforts brought significant, lasting culture change, enabling the ship and crew to maintain their unimpeded operational focus and ability to respond to any mission at home or overseas.

Master Corporal Liam Alexander Doherty, M.S.M.

From August 2016 to January 2021, as a vehicle technician with 1st Battalion, The Royal Canadian Regiment, Petawawa, Ontario, Master Corporal, then Corporal Doherty displayed exemplary leadership, technical expertise and a keen sense of innovation. While actively engaging with key stakeholders, he facilitated the improvement and standardization of maintenance procedures on the Light Armoured Vehicle (LAV) 6.0 fleet. Master Corporal Doherty’s commitment to excellence exceeding his rank has had a far-reaching impact, and has been essential to the continuing operational effectiveness of the LAV 6.0.

Lieutenant-Commander (Retired) Mitchell Allan Drake, M.S.M., C.D.

From March 2020 to February 2023, Lieutenant-Commander (Retired) Drake supported the response to the COVID-19 pandemic as the fleet support medical officer (Pacific). He provided complex and comprehensive medical advice to sailors, Health Services and Royal Canadian Navy leadership. His clinical knowledge and development of pre-embarkation protocols allowed the Fleet Commander to provide the Canadian Armed Forces with its largest COVID-19-free force. Lieutenant-Commander (Retired) Drake’s expertise directly contributed to a sustainable rotation of ships able to respond and react to any contingency.

Lieutenant-Colonel Justin Davis Flanders, M.S.M., C.D.

From April 2021 to April 2022, Lieutenant-Colonel Flanders was deployed to Kuwait as the chief of staff of Joint Task Force IMPACT / Task Force CENTRAL. While operating in a joint operations area characterized by the dispersion of Canadian Armed Forces elements across seven countries, complex regional security dynamics and a persistent pandemic environment, he demonstrated outstanding relationship management and strong organizational skills. His efforts significantly influenced operational effectiveness and directly contributed to the achievement of Canada’s strategic objectives in the Middle East.

Lieutenant-Colonel Kristin Jennifer Gehlert, M.S.M., C.D.

From July 2019 to February 2022, Lieutenant-Colonel, then Major Gehlert served as an inaugural member of NATO’s Centralised Targeting Capacity Headquarters Element at Supreme Headquarters Allied Powers Europe. Her relentless efforts and unrivalled professionalism have enhanced NATO’s readiness advantage, and she has been recognized as the Supreme Allied Commander Europe’s pre-eminent and most capable targeting expert. Lieutenant-Colonel Gehlert’s exemplary performance, leadership and dedication have ensured international capacity, credibility and interoperability within the Alliance and with Canada’s coalition partners.

Chief Warrant Officer Brent William Gittens, M.M.M., M.S.M., C.D.

Chief Warrant Officer Gittens was the ceremonial military planner for the No. 2 Construction Battalion National Apology Event, held in Truro, Nova Scotia, on July 9, 2022. His community-oriented ethos, professionalism and ability to produce collaborative results with a large civilian and military team were key to the success of the event. Chief Warrant Officer Gittens had a positive impact on the descendants of the No. 2 Construction Battalion and members of the Black community.

Brigadier-General Robin Fraser Holman, M.S.M., C.D.

From November 2021 to May 2023, Brigadier-General, then Colonel Holman served with high standards upon assuming the duties of acting judge advocate general (JAG). Leading the Office of the JAG under difficult circumstances, he ensured stability, streamlined legal services and embraced personal and corporate transformation, including the establishment of a new position for a vice-JAG. Brigadier-General Holman developed and implemented profound changes to the Office of the JAG and its practices.

Lieutenant-Commander Zbigniew Bogdan Jonczyk, M.S.M., C.D.

From April to July 2022, Lieutenant-Commander Jonczyk was deployed to Krakow, Poland, as a chaplain on Operation REASSURANCE, Task Force Poland. His pastoral wisdom brought hope and solace to countless individuals, including 1500 displaced Ukrainians. He contributed significantly to all lines of effort beyond his primary duties, translating key documents, facilitating Infantry Company training, and coordinating morale-enhancing outreach programs. Lieutenant-Commander Jonczyk’s professionalism, compassion and spiritual counsel strengthened Canada’s relationship with the host nation, bringing great credit to Canada.

Lieutenant-Colonel Melanie Lake, M.S.M., C.D.

As commander of Joint Task Force–Ukraine from March to October 2021, Lieutenant-Colonel Lake demonstrated outstanding professionalism and resolve under challenging conditions in the execution of Canada’s support mission to the Armed Forces of Ukraine. Her exceptional leadership and commitment to duty helped instill calm during Russian mobilization concurrent to a COVID-19 outbreak at the mission’s onset. Throughout her deployment, she greatly advanced capacity building from a tactical focus to an increasingly operational focus, and was instrumental in evolving the mission.

Master Warrant Officer Bryan Herman Lapointe, M.S.M., C.D.

From 2019 to 2022, Master Warrant Officer, then Warrant Officer Lapointe, as target development analyst, demonstrated exemplary leadership, dedication and technical expertise that significantly enhanced the security and defence of North America and the NORAD mission. He played a key role in the discovery, development and maintenance of a signals intelligence tool, greatly enhancing this production. Master Warrant Officer Lapointe’s professionalism and absolute devotion to duty were pivotal in obtaining the predictive intelligence vital to the effectiveness of operations by the Canadian Armed Forces, NORAD and the Five Eyes.

Lieutenant-Colonel Mylène Sylvie Lavallée, M.S.M., C.D.

In August 2021, Lieutenant-Colonel, then Major Lavallée served as acting commander of Air Task Force–IMPACT during non-combatant evacuation operations based in Kabul, Afghanistan. Under her remarkable direction and leadership, an air bridge was established from Kabul to Cologne, Germany, through which 3, 700 evacuees were safely transported. Lieutenant-Colonel Lavallée’s outstanding professionalism and relentless determination played a crucial role in the overall success of one of the most complex humanitarian operations in Canadian military history, bringing great credit to Canada.

Colonel Jean George Robert Leroux, M.S.M., C.D.

As project director for air mobility and search and rescue from July 2019 to June 2021, Colonel, then Lieutenant-Colonel Leroux demonstrated exceptional leadership and initiative. His professional skills greatly contributed to the acquisition and introduction of many specialized capabilities vital to aeromedical evacuation and search and rescue during domestic and expeditionary operations. Colonel Leroux’s efforts had a direct and significant impact on the operational effectiveness of the Canadian Armed Forces, helping it to serve Canadians and save lives.

Lieutenant-Colonel (Retired) Corey Andrew Mask, M.S.M., C.D.

While deployed to Mihail Kogălniceanu Air Base as the commander of Air Task Force ROMANIA from August to December 2021, Lieutenant-Colonel (Retired) Mask provided exceptional leadership in support of the NATO enhanced air policing mission. His mission focus resulted in the generation of the highest sortie completion rate ever experienced for this recurring operation. Lieutenant-Colonel (Retired) Mask improved the interoperability between partner nations through combined training and generated remarkable results in a critical NATO force evaluation of Canada’s fighter capability.46.

Sailor 1st Class Christopher Steven McDermand, M.S.M.

From July 2020 to November 2022, in his capacity as a signals intelligence specialist, Sailor 1st Class McDermand demonstrated outstanding work ethic, innovation and dedication to the Canadian Armed Forces. He led the development and enhancement of a vital Canadian signals intelligence tool that is now relied upon by Canada and the Five Eyes intelligence community to provide time-sensitive critical indications and threat warnings in support of continental defence and operations. Sailor 1st Class McDermand’s creativity and technical expertise brought great credit to Canada.

Major Meagan Kirsten McGrath, M.S.M., C.D.

In March 2019, Major McGrath was a supported member at Transition Centre Toronto who became the commanding officer of Transition Centre Borden in August 2022. With determined spirit, she was instrumental in increasing assistance and developing the military-to-civilian transition capability of the Canadian Armed Forces Transition Group. Her compassion ensured the best care and retention opportunities were provided to the ill and injured under her supervision. Major McGrath’s effective contributions to strategic initiatives made a positive impact on the Canadian Armed Forces.

Lieutenant-Colonel Charles Andrew Moores, M.S.M., C.D.

Lieutenant-Colonel Moores was the senior military advisor to the Organization for Security and Cooperation in Europe from August 2022 to September 2023. He played a pivotal role in advancing Canada’s diplomatic efforts in holding Russia accountable for its actions in Ukraine. As the Canadian representative to the Forum for Security Cooperation, he demonstrated influential leadership, with his weekly statements effectively exposing Russia’s violations of the UN Charter. His strategic vision has advanced Canadian foreign and defence policy interests while upholding the principles of international order.

Major Keven Morin, M.S.M., C.D.

During his deployment to Kuwait from November 2022 to April 2023 as senior intelligence officer with Joint Task Force IMPACT / Task Force Central, Major Morin skilfully oversaw the production and dissemination of intelligence products for multiple allied international organizations. He brilliantly mentored his team, creating an outstanding quality of intelligence. His ability to synthesize and explain complex military information ensured that senior officers made well-informed and timely decisions. Thanks to his exceptional service, he enhanced the Canadian Armed Forces’ reputation for expertise, while strengthening Canada’s influence in the Middle East. 

Major General Derek James O’Malley
United States Air Force

Major General, then Brigadier General O’Malley served as deputy commander of the Canadian NORAD Region and Joint Forces Air Component in Winnipeg, Manitoba, from 2021 to 2023. He demonstrated exceptional leadership and creativity in the delivery of air power for domestic and expeditionary operations. As asymmetric situations evolved, his commitment enabled Canadian Armed Forces operations to succeed globally. Major General O’Malley’s professionalism and commendable actions have strengthened the relationship between Canada and the United States.

Sergeant Michael Peter Obersnel, M.S.M., C.D.

From July 2021 to January 2023, Sergeant Obersnel’s outstanding Geospatial Intelligence (GEOINT) knowledge was instrumental to the success of the NATO Intelligence Fusion Centre in supporting the Alliance during the Russia/Ukraine crisis. With determination and unwavering devotion to the mission, he designed and provided tailored GEOINT products throughout a period of increased operational tempo and elevated stress. Sergeant Obersnel’s expertise and mentorship were observed among multinational partners, bringing great credit to the Canadian Armed Forces.

Rear-Admiral Jacques-Philippe Olivier, M.S.M., C.D.

As Director General Professional Conduct and Development from May 2021 to September 2022, Rear-Admiral, then Commodore Olivier demonstrated exemplary professionalism and leadership. He personally led the development and implementation of innovative culture change initiatives, including the Respondent Reintegration Framework, the integration and measurement of inclusive behaviours in the Defence Team, and the Department of National Defence / Canadian Armed Forces apology to victims of sexual misconduct. His tireless efforts and innovative spirit were key to the cultural change.

Colonel Barry Raymond Pitcher, M.S.M., C.D.

Colonel, then Lieutenant-Colonel Pitcher was the lead military planner for the No. 2 Construction Battalion National Apology Event, held in Truro, Nova Scotia, on July 9, 2022. He worked in a position that was undefined in terms of community stakeholder engagement. In the absence of a bespoke event planner, Colonel Pitcher managed the planning team through the organization and successful execution of the event. Colonel Pitcher’s community-oriented ethos had a positive impact on the descendants of the No. 2 Construction Battalion and members of the Black community.

Major Jennifer Ann Rice, M.S.M., C.D.

From June 2022 to June 2023, Major Rice was deployed to Kuwait as the deputy commanding officer of the Operational Support Hub–Southwest Asia, for Joint Task Force IMPACT / Task Force CENTRAL. She demonstrated superb leadership through her engagements with Kuwait’s Young Ambassador Program and was a strategic ambassador for Canada, promoting women, peace and security initiatives. Major Rice’s tact and thorough work ethic directly enabled mission success, bringing great credit to Canada.

Captain Marie-Françoise Roussel, M.S.M.

From April to July 2020, Captain, then Private Roussel was assigned to the Résidence Berthiaume-Du Tremblay as a nurse team leader to stop the spread of COVID-19. She distinguished herself with honour through her commitment and unparalleled dedication in carrying out duties usually performed by an experienced officer. Demonstrating exceptional leadership, she was directly involved in limiting the spread of the virus and in saving lives. Her involvement in complex processes led to the effective management of the residence. During this unprecedented period, Captain Roussel contributed to the outreach of the Canadian Armed Forces.

Sergeant Graham Andrew Steel, M.S.M., C.D.

On November 18, 2021, Sergeant Steel was one of the first members on scene minutes after a violent building explosion at Canadian Forces Base Comox, British Columbia. Despite his proximity to the explosion and the risk of a secondary blast, he assisted multiple casualties and competently directed evacuation efforts on the ground, preserving life and securing the area. Sergeant Steel’s determination and critical work with the on-site incident commander projected professionalism and leadership in an extremely stressful and chaotic situation.

Major Aaron Gary Todd, M.M.M., M.S.M., C.D.

From September 2020 to March 2021, Major, then Chief Warrant Officer Todd was deployed to Yavoriv as sergeant major of Joint Task Force-Ukraine. Notwithstanding a challenging COVID-19 environment, his tireless efforts and exceptional leadership in support of the advancement and development of the senior non-commissioned officer capability in the Security Forces Ukraine were unparalleled. His contributions will have an enduring impact on institutional reform and allied interoperability. Major Todd’s accomplishments during this period brought great credit to Canada.

Colonel Marie-Ève Tremblay, M.S.M., C.D.

From July 2020 to June 2022, as co-president of the C-77 Secretariat, Colonel, then Lieutenant-Colonel Tremblay worked tirelessly, under very tight deadlines, to develop and execute the full range of regulatory amendments required to bring Bill C-77 into force. This bill gave rise to the Declaration of Victims Rights and brought other important changes to the military justice system. Through her exceptional leadership, professionalism, legal skills and dedication, Colonel Tremblay greatly contributed to the Government of Canada’s efforts to ensure the swift implementation of Bill C-77.

Colonel Sean Douglas Connell Trenholm, M.S.M., C.D.

Between January 2021 and September 2022, Colonel Trenholm, as Bill C‑77 secretariat co-chair, demonstrated exceptional leadership in the planning, development and realization of the strategic statute orientations and the policy infrastructure required for the execution of Bill C-77, The Declaration of Victims’ Rights. His tireless actions directly advanced the implementation of an essential component of our military justice system, and strengthened trust and confidence in the Canadian Armed Forces. Colonel Trenholm’s unwavering dedication contributed to the fulfilment of a departmental priority.

Major Mark Kenneth Willis Wasson, M.S.M., C.D.

In response to Russian aggression against Ukraine, Major Wasson was deployed to Europe from February to September 2022, with the United States’ XVIII Airborne Corps. As the officer in charge of G4 Operations, he performed exceptionally well, tangibly enabling United States Army Europe and Africa mission success while advancing Canadian interests with dividends to its Euro-Atlantic strategic framework. Major Wasson’s contributions, which were made in direct support of partnered military forces from the United States, United Kingdom, Poland and Ukraine, have profoundly enhanced Canada’s reputation abroad.
