During his 30 years in the Privy Council Office in Ottawa, he became an acknowledged expert in the field of government procedures, precedents, and Orders in Council. His long career was capped by the publication of his scholarly "Guide to Canadian Ministries since Confederation, July 1968 -April 1973".
