Franklin Delaney has made significant contributions to radio and television, and has done a great deal to assist his community of origin, the Magdalen Islands. He has held several management positions with the Canadian Radio-television and Telecommunications Commission, Société Radio-Canada and TV5. He was the founding president of TV5, through which he highlighted and promoted the cultural diversity of Canada's Francophone communities. As chair of the Fondation Madeli-Aide, he oversees the distribution of scholarships to students who must leave the Islands to pursue their studies. He also spearheaded the deployment of an undersea telecommunications cable to link the archipelago to the mainland.
