    As Counsellor for Finance and Defence at Canada's Embassy in Bonn from 1991 to 1993, Mr. Whiteside was instrumental in helping renegotiate NATO's Supplementary Agreement after the reunification of Germany. His leadership and tireless efforts advanced the Canadian position concerning legal matters, termination procedures and telecommunications, among others. He thus contributed significantly to a successful agreement, while at the same time enhancing Canada's reputation as a conciliator.
