State Visit by the President of the French Republic - Ottawa

His Excellency the Right Honourable David Johnston, Governor General of Canada, met with His Excellency François Hollande, President of the French Republic, at Rideau Hall on November 3, 2014.

The Legion of Honour is France’s highest distinction and one of the world’s best known. For two centuries, it has been bestowed on behalf of the head of State to reward those citizens who are most deserving in all fields of endeavour. Instituted in 1802 by Napoleon Bonaparte, the Legion of Honour pays tribute to individuals who have distinguished themselves by outstanding military or civilian achievements. Nearly a million people have received this decoration since it was created.

"The relationship between France and Canada is especially rich. We share such a long history and enjoy so many social, cultural, political and economic links. We share the fundamental values of democracy, human rights, good governance and the rule of law—by which I mean the constant, relentless pursuit of justice," said His Excellency.

Squadron Leader Jack Watts proved to be a courageous and highly skilled navigator who ensured the success of over 100 operational flights. He was awarded a Distinguished Service Order.

Sergeant Paquette volunteered with the 1st Detachment of the special service in Italy. In August 1944, he took part in Operation Dragoon, led by the Allies in the south of France.

Returning from a mission, Flying Officer James Moffat’s bomber was involved in a mid-air collision where he was the sole survivor. Rescued by the Belgian Resistance, he joined the French Resistance in July 1944.

Wounded on D-Day, Captain William Little returned to action on June 20, 1944. His courage and skill resulted in the capture of a Dutch village. He was awarded the Military Cross.

Private Bertram Hannam landed on D-Day at Bernières sur Mer. While there, he attempted to save the life of a young girl who subsequently died of her wounds. In appreciation of his efforts, the village square has been named after him.

Following the working breakfast, President Hollande bestowed the Legion of Honour, in the rank of Chevalier (knight), on five Canadian veterans of the Second World War who actively contributed to the liberation of Western Europe.

The discussion took place with presidents of universities, and heads of academic, research and innovation organizations and associations.

The Governor General and President Hollande also attended a working breakfast with members of the French delegation and Canadian representatives to discuss education, innovation and research collaboration.

Before leaving the Rideau Hall grounds, President Hollande planted a bitternut hickory (Carya cordiformis). This tree was chosen to symbolize the enduringly strong, close diplomatic ties between Canada and France. It is located near the tree planted by François Mitterrand, former president of France, during the last State visit to Canada by a French President, in 1987.
