During his speech, the Governor General said: "Having spent most of my life and career in a university setting prior to becoming governor general, I know the power and importance of learning, both at home and abroad. For this reason, I am delighted to hear of the remarkable progress Tanzania has made in the field of education. In particular, your record in raising primary and secondary school enrolment is truly outstanding, and I want to congratulate you on your achievements."

The ceremony concluded with remarks from the Governor General during which he stated: "This visit is made even more special by the fact that it is Your Excellency’s first time in Canada as president of the United Republic of Tanzania. This is cause for celebration, and we are so pleased to see you return following your previous ministerial visits to our country."
