Political Science professor at the Université Laval and Director of the Institut québécois des hautes études internationales, he is also one of Canada's foremost experts on disarmament and national security issues. He has acted as an advisor to the Government of Canada and other NATO countries. He has helped shed light on how the international community must function in the nuclear era and on the need for a code of behaviour for major world powers, highlighting his support for world peace.
