Chief Electoral Officer of Canada from 1966 to 1989, he inspired a number of reforms which were passed and implemented during his term of office. Notable among these were the Canada Elections Act of 1970 and the Election Expenses Act of 1974. His ability to work with political parties, candidates, the media and the general public helped to foster the atmosphere of confidence now associated with the entire Canadian electoral system.
