Author of the famous "Ross Report", the recommendations of which were applied on a national scale to foster the professional and cultural development of francophone members of the military, he is recognized as a key figure in encouraging bilingualism in the Canadian Armed Forces. In addition to occupying various important positions during his distinguished military career, he made a significant contribution to the Montreal polytechnical school while serving as its a Administrative Director. Since his second retirement, he has devoted his time to charitable organizations.
