Brigadier-General Gagné served as commander of Task Force Jerusalem from July 2018 to July 2019. Notably, he successfully oversaw the implementation of technological and operational initiatives that improved the capabilities of the Palestinian Authority Security Forces. Furthermore, within the Office of the United States Security Coordinator for Israel and the Palestinian Authority, he provided security coordination in the region. In a complex environment, he demonstrated diplomacy by promoting Canada’s interests in the region while maintaining good relations with key allies.

As the first chief of staff to the Deputy Commander for Afghan National Police Development from March to October 2010, Colonel Gagné’s efforts helped lay the foundation to strengthen the Afghan National Police. Assuming leadership of a diverse multinational staff, he was able to consistently raise the profile of police issues and was instrumental in developing effective NATO training programs. Colonel Gagné’s dedicated efforts to improving policing capabilities in Afghanistan brought great credit to Canada.
