From September 1992 to July 1993 the situation in the former Yugoslavia was desperate. Most areas were under continuous artillery and mortar bombardment and small-arms fire. At General Morillon's instigation, the United Nations set up a number of safe areas at Srebrenica, Gorazde, Bihac, Zepa, Tuzla and Sarajevo, an initiative that saved the lives of thousands of Bosnians. In addition, with the support of Canadian Forces members, General Morillon personally intervened between the two rival factions at Srebrenica. In all these actions he distinguished himself by showing outstanding leadership and exceptional devotion to duty. He also provided invaluable assistance to the members of the Canadian contingent.
