Meritorious Service Medal (civil division)
Known as one of the leading contributors to Canada's air pollution control policies, Mr. Draper has advanced Canada's environmental agenda at national and international levels through his technical knowledge and negotiation skills. He was instrumental in developing the underlying policy for the 1991 Canada/U.S. Air Quality Agreement. His leadership in this area led to another Canada/US agreement in April 1997, to develop a policy and plan of action for addressing trans-boundary air pollution. Mr. Draper also led the Canadian delegation for the Intergovernmental Forum on Chemical Safety (IFCS) Conference in Manila in 1996, where he was influential in the development of a recommendation which resulted in a decision to develop a global convention on persistent organic pollutants. Mr. Draper has acquired an international reputation as one of the world's leading experts in air pollution control and prevention.
