    Captain David Christopher Holt, C.D. Mention In Dispatches In April 1992, while serving as a Monitor with the European Community Monitoring Mission, Captain Holt attempted to rescue Serbian villagers trapped in two enclaves by Croatian forces. While making a reconnaissance under fire, he discovered dead and wounded men, women and children. He was able to negotiate a cease-fire and evacuation for the following day, but on his return, found the civilians killed or captured. Nonetheless, Captain Holt's personal dedication and efforts to provide assistance in such trying circumstances went beyond the normal call of duty.

    Captain Holt is recognized for valour under fire, while rescuing a group of blind children and their attendants, and while carrying out other duties with the European Community Monitor Mission in Yugoslavia (Bosnia-Hercegovina) in April 1992.
