Symbolism
The Chinese characters near the hoist mean “Mutate or die”, being the title of an essay that Mr. Mak wrote for Enlightenment, the journal of the Doctor Who Information Network. The other three elements of the flag are his Arms, Crest, and Badge recorded in Volume II, page 10, and Volume III, page 122. They contain the national colours of Canada, China, and Germany. The gold disc in the Arms and the sun with the square hole in the Badge resemble ancient Chinese coins and refer to his career as a chartered professional accountant.
